The implementation of the Phillips 66 Fenceline Air Monitoring Plan approved by the Colorado Air Pollution Control Division on April 2, 2024 institutes a project designed to measure for concentrations of benzene, hydrogen sulfide and hydrogen cyanide in the ambient air at the fence line of the Phillips 66 Denver Terminal located in Commerce City, Colorado. The fence line monitoring system is composed of six measurement locations stationed around the facility's fenced boundaries. To meet the directives in House Bill 21-1189, the project's objectives are to provide the public with near-real time concentrations and historical trends of these compounds detected in the ambient air at the facility’s boundaries along with related meteorological data. Phillips 66 notes that the Denver Terminal is not a source of either hydrogen sulfide (H2S) or hydrogen cyanide (HCN) emissions.
